Vice President, Scotland
Justene joined CGI in October 2017 and is an experienced Executive Director in board, company and financial performance with a strong record of accomplishment in implementation, organisation transformation and change as well as exceptional performance delivery.
With more than 20 years of business experience at all levels, Justene has a deep and wide understanding of government, health and care, business, finance and customer operating models, people management and engagement, strategy development and operational excellence. Justene has a proven capability of delivering large and complex programmes as well as business turnaround. Justene has a keen passion for supporting the circular economy, innovation and developing the opportunities for SME collaboration in the public sector.
Prior to joining CGI Justene was appointed as the Chief Executive Officer of the Scottish Government’s Innovation Centre; the Digital Health and Care Institute (DHI) in 2012. Focussing on shifting the balance of care into the community, she worked across seven ministerial portfolios, six Scottish Government departments, twenty two health boards and thirty-two local authorities to start up, establish and imbed the innovation centre as a collaborative partnership; establishing its vision, planning sustainability, providing leadership and strategic direction for DHI and its employees and its complex network of stakeholders. Justene was also a member of the Scottish Government’s e-health strategy board.
As CEO she was responsible for establishing valuable relationships with all DHI partners, Local, Scottish and UK Governments, and their partner organisations, politicians and their parties, universities, research institutes, stakeholders, key companies within the private sector, industry bodies, health boards, social care and agencies within the care sector, 3rd sector and users of services in order to create that ethos.
Before making the transition into the public sector Justene had eighteen years experience in operations and business development in the business process outsourcing sector in the UK, near and offshore with responsibilities for more than 3,000 people and an annual revenue budget of more than £86m delivering superior shareholder return and high levels of client and employee satisfaction.
As a Vice President, Justene was most recently involved in the leadership and delivery of a large local government IT outsourcing and digital transformation contract and was responsible for ensuring the stakeholder management frameworks are implemented and tight control was maintained against the management foundation and operational delivery.
Justene is now responsible for a number of clients across Scotland, business growth, strategic partnerships and CGI brand strategies for the Scottish Business Unit working closely with the Senior Vice President and Business Unit Leader to ensure delivery of sustainable and profitable growth in Scotland to support the skills agenda, CSR, STEM programmes and creating jobs and opportunities in the communities in which we live and work.
