Biography

Karen Quinn is a senior inspector with the Care Inspectorate.  Karen is currently working in the registration team.  The team is responsible for registration and variation activity related to early learning and child care, childminding, out of school care, childcare agencies and all services for children and young people.

Karen has extensive experience in regulation and with children services where she has worked for over 28 years.  Karen is committed to provision of high quality settings that provide positive outcomes, experiences and opportunities for children.  Karen transferred to the Care Commission from a local authority post in regulation and development of early years settings and out of school care.  More recently, Karen was seconded to work with the Scottish Government and Scottish Futures Trust to develop design principles for early learning and child care and out of school care settings.  The guidance, Space to Grow, was launched on 30th June 2017 and is the first of the Scottish Governments Action Plan commitments for the nationwide expansion to 1,140 hours of funded early learning and childcare by 2020.  Currently, Karen is working with Inspiring Scotland to deliver the Scottish Governments Action Plan to develop a ‘How to Guide’ for outdoor settings.  Karen is also supporting Inspiring Scotland to work with Local Authorities to deliver and promote natural outdoor settings and to raise awareness of the benefits of outdoor play based learning across the Care Inspectorate.
